Description:
Even though "Column labels" have been defined, the exported pdf does not
contain a TH table header tag for the first row.
Steps to Reproduce:
1. Data -> Define Range for my data (columns and rows) and selected the option
checkbox "Contains column labels".
2. "Export as PDF" with "Tagged PDF" checked.
Actual Results:
The pdf has a Table tag, but only TR - TD tags.
Expected Results:
Table tag with the first TR containing sub-tag TH with the labels for each
column header.
Reproducible: Always
