That is what overflow handling provides. There is a valid issue when the UI impacts users ability to identify and select a control. Movement to VT with icons is a well implemented evolution of the UI. Spacing issues on GTK3 (where we draw the controls compliant with that toolset) do not invalidate the UI design. Rather it points to need to resolve bug 165989 bug 167955 providing mouse/touchpad and screen swipe for scrolling the VT listings.
