Visual differences based on font and size

Not necessarily true.
Because Western letters are defined by x-height and CJK characters by square em
boxes, Western often looks smaller at the same nominal size (see attachment).
Different font sizes are therefore applied to balance the appearance.

Whether a change is needed depends on the fonts:
1. Balanced families (e.g., Noto): able to unify sizes per locale standards
(cf. Bug 155947 and Bug 115970).
2. Imbalanced combinations (e.g., Liberation/Times New Roman + MS Mincho): keep
Western slightly larger than CJK for visual balance.

In my opinion:
I think that if font size is to be unified in Japanese, it should be 10.5 pt,
the de facto standard in Japan.
