Description:
"Insert Rows Below" copies formatting from row that as clicked on, but "Insert
Rows Above" does not.
Steps to Reproduce:
1. Set row 2 background color to red
2. Set row 3 background color to green
3. Right-click Row 2 and click "Insert rows below", and it creates a new row
with red background.
4. Right-click Row 3 and click "Insert rows above"
Actual Results:
Step 4 creates a new row with red background, copying row 2's formatting
instead of the row that was clicked on.
Expected Results:
Step 4 should create a new row that copies the formatting of Row 3, not Row 2.
