I've read the controversy about this over multiple bug reports. I will
challenge the argument:

"This is book mode. To create other document types you should use the normal
view". This implies that it is possible to create non-book documents in
LibreOffice and that it is possible to use "normal view" for this and that it
is the user's fault for not doing it.

This is not true.

1. Create a new document.

Verify you are NOT in book view:

2. View > Normal View.
3. View > Page Layout > Multiple pages per row (Single is also OK but more
difficult to view)

Let's number those pages in a header. Let's create the header first:

4. Add header for all style types: From the menu: Insert > Header and Footer >
Header > All.
5. Place cursor in header.

Add page numbering as in "1 of X" in header by:
6. Insert > Field > Page Number
7. Type " of "
8. Insert > Field > Page Count

At this point you have one page reading "1 of 1" in the header.

9. Insert > More breaks > Manual break: Type: Page break. Page Style: Default
Page Style. Change Page Number: 1.  [OK]

Expected:
Numbers to say 1 of 2.

Observed:
Numbers say 1 of 3, regardless of view mode.

This is not a new observation but it means that Writer *always*  thinks of the
document as a book. LibreOffice *does not* support non-book documents, for
example, the common "just a stream of paper sheets" form.

This is observed since OOo 3.3. Therefore I suggest we open an Enhancement
request for LibreOffice to support
