The 'File' menu item is similar to a 'File' menu item in other applications,
e.g. in Firefox or Scribus. So I would keep that. It contains, what users
expect when using a 'File' _menu_ item.

MS Office does not provide a menu bar at all. So that is not comparable. You
can switch the UI of LibreOffice so that it does not show a menu bar but
organizes the commands and gives access to them similar to MS Office.

I do not understand, what you want to show with the screen shot of OnlyOffice.
It's 'File' menu item contains items similar to those in LibreOffice. But
OnlyOffice can do less, because its modules are not integrated. Same as in MS
Office, you cannot create a spreadsheet, when you are working in a text
document in OnlyOffice. But that is possible in LibreOffice.

It is not clear to me, what do you request here.
