I see the same thing. 
the View => Freeze Rows and Columns does not work if row 1 is not visible due
do scrolling down. This action does nothing. It works fine when row 1 is
visible.

Note that View -> Freeze Cells -> Free First Row does work in this case (for a
long time it didn't, so that has been fixed)
