My reason for agreeing here is that recombining text in PDFs is technically hard; it certainly needs doing - but it's not like we have to fix some existing code; we need to go and try a whole bunch of systems to see what would work and write a whole new thing. It's not like we're missing some small corner/feature that we need to fix.
