Example file with line numbering made in Word 2013 DE
Attached document was made in a German locale Word 2013.
It has the line numbering feature enabled and lines are numbered in the
document body, but not in the header-footer in Word.
When opened in Writer, the header-footer lines are also numbered, because the
Tools - Line Numbering - Include header and footer property is checked.
If a similar document is made in an English locale Word, then the header-footer
lines are not numbered in Writer. In this case the "Include header and footer"
is not checked.
1. Open attached document
2. Go to Tools - Line Numbering
-> Note that Include header and footer is checked, the lines in the headers and
footers are numbered.
Do the same with the second attachment, see that the lines in the headers and
footers are NOT numbered.

The English locale example seems to be ok since 5.0, in 4.4 and before that was
opened also with numbered header-footer lines.
