I can confirm that this bug is present in both the latest master build and the
release build.  Switching from an unordered list to an ordered list behaves as
expected (bullet points change to numbers), but switching from an ordered list
to an unordered list produces no list whatsoever (numbers are removed, no
bullet points appear).
