Compare to a situation, when you save a Word-native DOCX file in Word, and then open in Writer; and in Writer, there is a problem (imagine it would not be RTL). Would you then assume that it was Word that generated bad format (and go to MS Office bug tracker, telling them "LibreOffice doesn't open a file generated by Word correctly - go and check what you write!")? Or you enable common sense, and your *first* idea would be, that it's the fault of the application, for which the file format is external? Until you *have a proof* from Microsoft, that they read it correctly, it is ~100% guarantee that it's their fault.
