As it's necessary to enter a value + arrow down manually in quick succession makes it a bit hard to measure precise differences. It defiantly makes a difference if you use a new (empty) spreadsheet or one with more content (see example attachment). In a non empty sheet the effect is much more prominent. Is anyone else able to reproduce the issue with a low performance PC? I can 100% say for sure, that there is a significant performance difference between the two versions mentioned above.
