The double click makes the shape creation sticky (in Writer it is always sticky) and without a selection you cannot change attributes for this object. Drawing a new shape over the existing works well if you deselect the background first. But you will run into issues anyway, eg. when it comes to multiselection. The recommended workflow is to place the large background image in an extra layer and lock it. Or have change the page style so it holds the background image.
