There are cells formatted as numbers, which contain text that could be converted to numbers. Calc shows apostrophe in front of such text in the formula bar, not as part of the content (the apostrophe isn't shown in the cell itself, where it would be shown, if it were part of the content), but as an indication that the data is in fact text.
