Tested by copying flags from https://en.wikipedia.org/wiki/Flags_of_the_U.S._states_and_territories It's the same quick speed already in 4.3 on Windows when dragging image beyond the visible rows. I think it's a matter of taste somewhat and can be handled by zooming out. Some people might be furious, if the scrolling speed got slower.
