Concerning the rest of your questions: too vague to give a definitive answer. For a conferencing application I would suggest WebRtc. https://webrtc.org/ WeRtc can be used on modern Web browsers(Chrome, Firefox, ...) using javascript or be compiled and linked in a C++11 application. Be aware, compiling WebRtc is not straightforward and the interface is even shadier than the libav's. Regards.
