Follow-up, not done yet: mark AVHWAccel as const everywhere.
Is it ok to add const to the externally-visible parts in avcodec.h? It's
technically a hard ABI change in C++ (name mangling includes the const), but is
a minor API change in C.
It is fine, the other way round is problematic :)
