/usr/bin/perl and /usr/bin/perl5.28.0 are hard links.
$ ls -li /usr/bin/perl{,5.28.1}
4600138 -rwxr-xr-x 2 root root 14408 Feb 7 03:40 /usr/bin/perl
4600138 -rwxr-xr-x 2 root root 14408 Feb 7 03:40 /usr/bin/perl5.28.1
