Related to this, http://marc.theaimsgroup.com/?l=linux-hotplug-devel&m=112449669014540&w=2 looks like it might be a potential way of coldplugging without the need for an initramfs. Note, I've not even downloaded the tarball, let alone inspected or tested it!
