Hello Glenn,
    generally VAT and similar taxes are dealt with when your customer is
billed. E.g.:

2014/08/03 Transaction xyz
    Revenues:Something            -10 POE
    Liabilities:VAT                -2 POE
    Assets:Receivable:Client A     12 POE

2014/08/23 Payment for xyz
    Assets:Receivable:Client A     -12 POE
    Assets:Cash

So I would guess a |ledger register <VAT-account>| with appropriate date
constrains (e.g.: past month, current month, etc.) would do.
