I made a mistake. You are right. Please modify
if ( $frames || $rules ) { $border = " BORDER=\"1\""; };
to
if ( $TBLADDOPT ) { $border = " $TBLADDOPT"; }
elsif ( $frames || $rules ) { $border = " BORDER=\"1\""; }
in the subroutine process_tabular in the same file.
