In my current distribution, Ubunutu 9.10, I just had to click on the
synaptic package manager and it showed latex2html as a package. Easy.
Just installed it and it worked. I'd be very surprised if debian
didn't have latex2html in its repository. ummm, matter of fact:
http://packages.debian.org/search?keywords=latex2html
Are you sure you have you repositories for debian updated and current?
