Hi,
I have seen reports of the error I get in translation, but I have not
found a fix. My apologizes if I might have missed something. During
translation to HTML, any figure which has been rotated via the angle
declaration in the "includegraphics" command is not converted to gif
properly. If I rotate the figure using something like xv I get the same
results. I am using LaTeX2HTML Version 2002-2-1 (1.70) and all my
figures are in PS or EPS format. I did try the PERL edits to latex2html
with no luck.

Any help in this matter would be greatly appreciated. Thanks!

Without seeing an explicit example it's rather hard to diagnose what is going wrong. Can you provide a pointer to a website that you have constructed with some of these bad graphics? Or at least say something about *what* is wrong with them.
