I am running latex2html 2002-2-1 (1.70) on a Red Hat 9 Linux system.
If $BASE is not defined, the problem disappears.
When the figure or equation is in another section (hence a different HTML file), the problem disappears.
For now, my workaround is to not set the $BASE variable.
This problem definitely did not exist in an earlier release.
