I really like the name.

To be language agnostic but run on the collective responsibility model
used by the commons, the apps would need to be tiny. I find that size
makes a big difference when it comes to comprehension especially in
languages where I only have a smattering, and I think many developers
would agree with me.

But what worries me is that gems would be the ultimate umbrella TLP.

Umbrella TLPs have been looked down upon for years now, and I'm not sure we really want to look at bringing them back.

The only real difference a 'gems' TLP would have I guess from Labs, is the ability to do releases, a requirement that scope of projects be small, and maybe having a list for end users.

None of those things really seem to build a coherent unified community between the different possible 'Gems'.
