As we previously talk about this, there is no organized process to do this task which means we will need to do it ourselves.
The first step will be to review the old data on the process, and follow it acordingly. AFAIK there is the identification of the ISO code, then make sure that it exist on the source code. Finally wrapp our locale data into an OXT.
