OS: Kubuntu 26.04 development release
Steps to reproduce:
1. Install Kleopatra: `sudo apt install kleopatra`.
2. Launch Kleopatra.
Expected result: Kleopatra should launch normally.
Actual result: A "Self Test" window appears complaining about a failed
scdaemon check and a skipped compliance check.
The scdaemon check "fails" because scdaemon is not installed when
Kleopatra is installed. Installing it fixes the issue. The compliance
check is skipped because "GnuPG is not configured for de-vs compliance."
Installing scdaemon is enough to get the self test window to go away,
the compliance check test doesn't need to be handled.
