Discover app reported popup "cannot refresh cache whilst offline".

I had successfully completed running 
sudo apt update
sudo apt upgrade -y 
in a separate konsole session

The discover icon in the dock had a red dot modifier.
Launching discover by clicking on that icon, I received the popup notification 
overlaying the discover main window.

I have not observed any indications of losing my internet connection.
