I was also confused by this change in behaviour, even though I knew
about Phased Updates. I don't often update with apt now and had just
forgotten about them.

I support the solution of listing phased updates separately.

I do not think the translation issue should hold this back. If apt has
not internationalisation capability, then presumably other apt text such
as "The following packages were automatically installed and are no
longer required:" is not translated. Nor is the "News about significant
security updates..." message is not translated either (and that contains
a joke about Reddit, which is even more likely to confuse non-English
speakers). And many non-English speakers will be very familiar with the
process of copying a message they don't fully understand into a search
engine to get more information and/or translation (maybe not an option
for server users but we can expected them to use man apt).
