First, which version of KMyMoney are you using, and which operating
system and/or distribution?
The choice of decimal separator is part of the locale settings, and is
not directly set within KMyMoney. In KDE, this is under the Regional
Settings.
Is it possible during the reinstallation that you switched between
French and English? If so, this may also have switched the settings
for numbers, currency, and date/time.
