I wonder if this well become easier to implement after the eventual switch in how we handle HTML/CSS. If so, it's then another reason to support that change. In terms of getting distros to update the version of apps they package, I would think that requests from users would carry more weight than requests from upstream. Also, some distros like Ubuntu can't always update applications due to dependencies on underlying libraries which only get updated with new releases of the distro.
