There is definitely something funny going on here. It took me multiple tries -
using a combination of Settings/Configure Keyboard Shortcuts (note slight
difference in name from the popup) and also System Settings, Keyboard
Shortcuts. Removing Ctl-Ins from the latter, and re-adding Ctl-Ins to New (not
sure why it isn't explicitly New Transaction) eventually worked.
However, I don't think this is a bug in KMM, I think it is an issue in the
general Plasma handling of keyboard shortcuts. I'm going to leave open for
now, in case someone can come up with a more definitive solution.
