When it is empty, the scrolling list includes ALL categories (both expense and income). Once you start typing, the list is reduced to only those categories which include the letters typed in the box. Please see if this is what is happening. If so, let us know and we can close as NOT A BUG. If not, please explain better why you think what you see is wrong, given my description of how categories should work. Thanks. Also, including both income and expense categories is actually necessary.
