I can reproduce this. Non transfer accounts show up as expected in the
Transactions by Tag report, but transfer transactions do not.
In the Transactions by Account report, transfers are included, and there is a
configure tab to select Tags. However, if ALL tags are selected on that tab,
then ALL transactions (otherwise selected) are included, including transactions
without tags. If any tag is unselected, then only transactions with any of the
other tags is selected, unless "Select transactions without tags" is selected,
in which case ALL transactions are selected, with or without tags.
OP: Try using the Transactions by Account report instead, and see if you can
get the output you want. I think you will need to be sure not all tags are
selected on the tag configuration tab.
