I also don't think it matters now whether translations were outdated for 4.8.0. What matters is whether I updated it for any file I changed for 4.8.1, and whether the translations match the current untranslated versions. Is there a general way to trigger the translation teams for those languages which are not current? Unfortunately, we simply have not followed the usual planning steps (including freezes) for 4.8.1. At this point, I still think it would be worth releasing 4.8.1 as is, with a note that translations are known not up to date, and we then apply a freeze for 4.8.2, and release when the translations are complete.
