The wizard is what the user will be working on when selecting column settings, so that 'tends' to stay on top. If however, a fairly large data file gets selected, occupying most of the screen, it may hide the wizard. So, hovering over the CSV Importer will produce a tooltip, which indicates to the user that a right click on that window will bring the wizard to the top.
