To be sure we have the right picture, as it were, could you please provide a
screen-shot.

I did a search for 'ubuntu 12.04 menubar disconnected from window' and found
several references - 

"The same is true for Ubuntu 12.04.  The difference is that the default desktop
environment in Ubuntu is the Unity interface, which I hate.  It's not that it's
unusable, I just find it annoying.  The window menus have been moved up to the
top-of-screen menu bar, disconnected from the window itself..!"
and
"I like the menus to be on the apps window not disconnected at the top of
the screen. "

They sound similar and I think they are a feature of Unity saving screen-space.
 When you are logging in to Ubuntu, is there a button allowing choice of
desktop?
