It seems that "Switch Application Language" on Windows works for system locales
only. I have installed Italian language pack but could not switch on it
(Windows XP SP3, en + MUI). The only things switched are welcome screen and the
list of languages.
As a workaround, one can replace mo-files in C:\Program
Files\KDE\share\locale\<working locale>\LC_MESSAGES with the files from
C:\Program Files\KDE\share\locale\<needed locale>\LC_MESSAGES
