I believe that I have experienced this bug as well, and can provide the following steps needed to reproduce it: 1. In a budget, select a category which has sub-categories. 2. Choose "include subcategories", "Yearly" period and leave the sums at 0. 3. Save, exit and start KMyMoney again. At this point, KMyMoney will crash if you attempt to do a budget report.
