redhat/configs: Enable CONFIG_TYPEC_TBT_ALTMODE in RHEL
Also enable Thunderbolt 3 Alternate Mode in RHEL in order to follow USB
Type-C Specification Release 2.0 due to commit <100e25738659> ("usb:
typec: Add driver for Thunderbolt 3 Alternate Mode"). This also unifies
the module enablement with Fedora's common module CONFIGs.
