configs: move pending RT configs into rhel/rt/generic
Move the configs:
CONFIG_PREEMPT
CONFIG_PREEMPT_LAZY
CONFIG_PREEMPT_DYNAMIC
from the pending-rhel/rt/generic directory into rhel/rt/generic
