Are we talking about the `kernel.spec` or `redhat/Makefile.cross`? Based on
the comment I assume that something needs to be check at `Makefile.cross`. We
already add `riscv64` to `ExclusiveArch:` only `%if 0%{?fedora}`. The
`kernel.spec` will not build on RHEL/CentOS Stream. We can add extra
