Red Hat does not provide kpatch-build in the kpatch package as we don't support customers creating and running their own kpatches. For kpatch-patch packages, we do manage the build requirements (including the gcc plugin on ppc64le) in its own dist-git repo. @coxu found the issues/tickets where we noted as much in the upstream project README.md.
