redhat/configs: Disable CONFIG_GCC_PLUGINS
CONFIG_GCC_PLUGINS was enabled [1] for CONFIG_GCC_PLUGIN_STRUCTLEAK, but then
CONFIG_GCC_PLUGIN_STRUCTLEAK was disabled [2], leaving CONFIG_GCC_PLUGINS
enabled.
