Tested by hotplugging CPUs and kexec'ing checking cpuinfo_cur_freq before and after these events.
Before hotplug CPU can be at various frequencies. After hotplug CPU is at minimum frequency. Before kexec CPUs are around min frequency (mostly idle machine).
