Thank you for your response and helping to make Ubuntu better. This is a new installation. VGA output to an external 1920x1200 display is unusably slow (in comparison with 12.04), and so I wondered if the error message was related to a problem with the i915 graphics subsystem. I don't know what processes are "borrowing" the memory. I haven't yet noticed any other symptoms, so for now, I consider the Importance of this issue to be Low.
