  hyper-v: hv_set_ifconfig is not parsing netmask setting on

Bug description:
  Netmask is not set correctly by  hv_set_ifconfig of Ubuntu 13.10
  during Failover and Test-Failover.

  hv_set_ifconfig is not parsing the /var/lib/hyperv/ifcfg-ethX file
  correctly and ignoring the netmask field.

  Error Line
   if "NETMASK"+suffix in kvp.keys():
   output += ["\tnetmask " + kvp["NETMASK"+suffix]]
