  [Impact]

  Xilinx is aiming to become Arm SystemReady compliant [1] with some of their 
products, one of the requirements is for stock Ubuntu ISOs be bootable on their 
hardware. They need
  CONFIG_SERIAL_XILINX_PS_UART=y
  and
  CONFIG_SERIAL_XILINX_PS_UART_CONSOLE=y.

  [Fix]

  Modify these configs in the annotations file.

  [Test Plan]

  Build tested on N/P/Q, boot tested with Xilinx device on Noble. No
  Plucky and Questing image yet.

  [What could go wrong]

  Turning on a driver config, low probability for regressions.
