Bug description:
  SRU Justification:

  [Impact]
New Intel PantherLake platform will have no basic audio functions w/o
PantherLake sof audio support

  [Fix]
Backport the tplg and DSP fw files from v2.13 of sof-bin
https://github.com/thesofproject/sof-bin/tree/main/v2.13.x

  [Test Case]
  1. Boot up the machine of new Intel PantherLake platform.
  2. Open settings->Sound->Output Device and make sure it's not Dummy audio
devices
  3. Click test icon for basic audio output functions
  4. Use `arecord` to record and play the recorded audio file for basic
microphone functions.

  [Where problems could occur]
It updated the DSP fw files and tplg files from v2.13 sof-bin release. No
regression expected at the current stage.

  ====================== Original Description =======================

This is for supporting audio on Intel Panther Lake (PTL).

Initial Panther Lake support will be introduced in Ubuntu since
  6.16/6.17.

  Fixes needed:
  -
https://github.com/thesofproject/sof-bin/tree/main/v2.13.x/sof-ipc4-v2.13/ptl
  - PTL tplg in
https://github.com/thesofproject/sof-bin/tree/main/v2.13.x/sof-ipc4-tplg-v2.13

We need them in Noble (for hwe-6.17) and Questing (for 6.17).

Since Plucky won't have a kernel that support PTL, and users on Noble
with hwe-6.17 won't be upgrading to Plucky, I think we can skip
updating Plucky since there won't be any regression. That said, having
the files in Plucky is fine, they are just unused, unless users
  install unofficial kernels.
