Seems I got it slightly wrong. For example, linux-generic depends on linux-image-generic, which depends on linux-image, linux-modules, and linux-modules-extra. But linux-modules-extra also depends on linux- modules, so anything which has linux-modules-extra also has linux- modules. So the question still stands: what is the negative impact on variants of moving pvpanic to linux-modules? Anything installing linux- modules-extra still gets the pvpanic modules.
